It is the Government's intent to use a letter solicitation format to the sole source Original Equipment Manufacturer (OEM); therefore, if any non-OEM source is interested in any of the NSNs, please notify the Contracting Officer prior to the synopsis closing date. Surplus dealers are also invited to respond to this synopsis. The response should include a completed surplus certificate, DLAD Procurement Note C04 "Unused Former Government Surplus Property (DEC 2016)" (formerly DLAD 52.211-9000, Government Surplus Material) or adequate traceability documentation to show that the product is acceptable. Responses to this announcement from other than the OEM should identify items of interest and include evidence of ability to supply the items for the contract period as identified. In addition, respondents should identify the quantity available and price. A copy of the letter of interest should be forwarded to the contracting officer identified herein and SBA PCR (tammy.birdsong@sba.gov). The Government may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government. The proposed Letter Request for Proposal (RFP) is to add multiple NSNs from multiple FSCs to the General Electric Aviation Systems(GEAS), Joint Opportunity Contract (JOC), SPE4A2-14-D-0001, this is a long-term, strategic, sole source contract which included multiple NSNs to support various weapon systems. These proposed items will be added to the GEAS JOC, SPE4A2-14-D-0001, in accordance with the originally approved J&A. However, the NSN's identified herein, were not included in the original or any previous list(s) of items synopsized for this effort. These items have been identified as sole source. However, some items may have history showing awards to other than the OEM. The proposed action is intended to be awarded on a sole source basis to General Electric Aviation Systems at CAGEs 07639, 35351 and/or 05624. The proposed items are intended for addition to existing sole source contract. SPE4A2-14-D-0001 under award to GEAS, CAGEs: 07639, 35351 & 05624 (IAW FAR 6.302-1). This is a Requirements Type Contract with approximately 2 years in the remaining option period. The contract requires supply of parts with agreed to terms of FOB: Origin and Inspection/Acceptance: Origin to DLA Direct stock locations in accordance with the basic JOC.
