SOURCES SOUGHT SYNOPSIS The DLA AVIATION is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for 1560-01-554-2641: WINDOW PANEL, AIRCRAFT. The result of this market research will contribute to determining the method of procurement. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Additionally, potential sources may be responsible for supply chain management, logistics planning, forecasting production requirements, long-lead time parts procurement, diminishing manufacturing sources and material shortage issues, and shipping serviceable assets. An Unrestricted solicitation will be issued to establish an Indefinite Quantity Contract (IQC) for Air Force Critical Safety Item (CSI) NSN 1560-01-554-2641, a WINDOW PANEL, AIRCRAFT. The award will be for a 5-year base period. The Estimated Annual Quantity (EAQ) is 12 each. Production units will be FOB: Destination; Inspection /Acceptance: Origin. Surge requirements do not apply. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one or a limited number of sources under the authority of FAR 6.302. The OEM is Lockheed Martin (CAGE 98897), p/n 4F11102-104A. Approved sources are GKN Aerospace (CAGE 86175), Sierracin Corp. (CAGE 12035) and PPG Industries (CAGE 53117).
