This agency proposes to issue a solicitation for a long-term contract which will include multiple NSNs to support the following various weapon systems. A total of 25 NSNs are targeted for this contract effort. The proposed action is intended to be other than full and open competition in accordance with FAR6.302-1. The proposed contract will be for a total 5 - year period of performance to include a one-year base period and four, one-year option periods. This is proposed to be a FAR 15 effort. The proposed contract will be a fixed price, Indefinite Quantity Contract. The attached list of NSNs are the items that have been identified for this current action. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately. This requirement will be awarded using the best value selection method. The Government may award multiple contracts for this action. The solicitation will be posted on the DIBBS website on or around September 26, 2022.

The Defense Logistics Agency Aviation - Richmond is issuing this Sources Sought Notice as a means of conducting market research to determine if other companies are capable of manufacturing (or legitimately obtaining) the items listed in the attached workbook. This sources sought is for informational purposes only. This is not a Request for Proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntarily. Interested parties who consider themselves qualified to manufacture (or legitimately obtain) the above listed supplies are invited to submit a response to this Sources Sought Notice by July 11, 2022. Please provide the POCs, and location of manufacturer (City & State or Country if applicable). This information can be submitted to april.wynn@dla.mil. If your company desires to be reviewed and qualified as an "Approved Source" for this item, submit your application package through the Source Approval Request (SAR) Program. A SAR package contains all of the technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality, or better, than the Original Equipment Manufacturer (OEM). The responsibility is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item, which DLA Aviation is procuring.
