This is NOT a solicitation. This requirement is for an Indefinite Quantity Contract (IQC) for 15 each Multi NIINs /Bolt (see attached spread sheet). RFP will cover requirements for an Indefinite Quantity Contract (IQC) for a 1-Year Base Period and Four, 1- Year Option Periods. The solicitation will be issued as a Small Business Set-Aside. The items are coded as a 1/G. The RFP will be issued for an estimated annual quantity for the base year and each option years with a total of 5 years. The applicable North American Industry Classification System (NAICS) code assigned for this procurement, required delivery ARO, Inspection / Acceptance, Government First Article Test and estimated annual demand quantity for the base year and all option years will be annotated on the attached spreadsheet. NIINs listed as Critical Safety Items (CSI) will require traceability. Higher Level ISO applies. Surge requirements does not apply. Hazardous may apply. Based on market research, the Government will not be using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the Request for Proposal (RFP). Suppliers must be registered in the System for Award Management (SAM) database at web portal www.sam.gov. This web portal consolidates the capabilities of the Central Contract Registry (CCR) and Online Representations and Certifications (ORCA). Annual updates to suppliers’ registration will be required. No Internet Quoting Service (IQS) or Electronic Bulletin Board (EBB) quotes will be accepted for this solicitation. Offerors must submit a completed solicitation package. A copy of the solicitation will be made available via DLA Internet Bid Board System at https://dibbs.bsm.dla.mil/ on the issue date cited in the RFP. From the DIBBS Homepage, select Search RFPs. Then choose the RFP you wish to download. RFPs are in portable document format (pdf). To download and view these documents you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. A paper copy of the RFP will not be available to requestors. Electronic offers and offers through DIBBS are unacceptable.
