This is the PreSolicitation Notice: Solicitation for End Item: Aircraft, FA-18, A-D, E/F, G (Growler), NSN 4730-01-041-6607, PR 1000171298, Cap, Filler Opening. The estimated annual quantity is 66 each. The NAICS is 332996. FOB Origin, Inspection/Acceptance Origin, Delivery Schedule: 126 days ADO. Specifications, plans, or drawings relating to the procurement described are not available and cannot be furnished by the Government. The request is for a written proposal. Please submit offers to email Cynthia.Jones@dla.mil. OFFERS MUST COMPLETE A COPY OF THE SOLICITATION IN ORDER TO BE CONSIDERED FOR AWARD. ELECTRONIC OFFERS ARE ACCEPTABLE. A copy of the solicitation will be available via DLA Internet Bid Board System (DIBBS). The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation. The solicitation issue date is on or about July 25, 2023. The closing date will be on or about August 25, 2023. If an offer submitted to the solicitation is over $750,000, a Subcontracting Plan will be required with the offer. Potential sources shall be capable of furnishing all labor, materials, facilities, and equipment required to accomplish the new manufacture of the item(s). Generally, this entails the procurement/manufacture of component parts, inspection, testing, preservation/packaging, and shipping. Additionally, potential sources may be responsible for supply chain management, logistics planning, forecasting production requirements, long-lead time parts procurement, diminishing manufacturing sources and material shortage issues, and shipping serviceable assets. The estimated annual quantity is 66 each. The result of this market research will contribute to determining the method of procurement. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
