DLA Aviation Richmond intends to issue a Letter RFP on a sole-source basis to OEM Parker Hannifin Corporation (59211) for 153 NSNs supporting various weapon systems and operational platforms, with items priced as add-ons to the OEM’s existing long-term contracts for commercial and military-unique items. Non-OEM sources and surplus dealers are invited to respond with evidence of ability to supply, including quantities, prices, lead-times, and a completed DLA Procurement Note C04 surplus certificate or adequate traceability documentation. DLA will consider such responses and may change the acquisition strategy if purchasing existing surplus or newly manufactured inventory is in the Government’s best interest. Companies seeking qualification as an approved source may submit a Source Approval Request package demonstrating equal-or-better quality than the OEM; current procurements will not be held pending SAR review, so any resulting action would apply to future procurements or strategic efforts. Export-controlled items require DoD certification via DD Form 2345, and subcontracting letters of interest provided to the Contracting Officer will be forwarded to the OEM.
