SOLICITATION: SPE4A5-25-R-0161, PR: 7010892041, NSN: 5985-01-446-2574 PN: 536849-15, QUANTITY: 76 A Request for Proposal (RFP) will be solicited for the award of a Firm Fixed Price Contract utilizing Other Than Full and Open Competition Not Previously Addressed. The solicitation issue date will be on or about 05/21/2025. The closing date will be on or about 06/21/2025. Inspection/Acceptance at Origin, FOB at Destination. Higher level quality system is not required. Delivery is 365 days After Receipt of Order (ARO) to the designated location. Specifications, plans or drawings relating to the procurement described are not available and cannot be furnished by the Government. DLA Aviation does not currently have an approved technical data package for this item, therefore, please do not submit requests. The approved manufacturer is ROCKWELL COLLINS, INC. 13499 P/N 622-6820-003. If an offer is submitted for this solicitation and is over $750,000 a Subcontracting Plan will be required with the offer. If an offer submitted to the solicitation is over $2,000,000, Certified Cost and Price Data and a Subcontracting Plan will be required with the offer. In order to receive an award, regardless of dollar value, you must be registered in the System for Award Management (SAM). SAM registration is at https://www.sam.gov. Alternate offerors must submit a Source Approval Request (SAR) package along with a completed copy of the solicitation to be considered for an award. If time does not permit the evaluation of the SAR packages, the alternate offer will not be reviewed for this procurement but, if approved, will be considered for future procurements. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation utilizing the Supplier Performance Risk System (SPRS). SAR’s will not be evaluated for items that are already designated as fully competitive such as those items coded AMSC “G” and described by drawings and specifications. If you are submitting a SAR for a NSN with no open solicitation we are no longer accepting CDs by mail. SARs must be submitted using the DoD SAFE file transmission site, https://safe.apps.mil/. The new process streamlines processing with electronic transmission and eliminates the need for multiple mailings of CDs. The review process can take over 180 days from the date the SAR is received by DLA Aviation. Once a decision is made, you will receive a formal notification letter advising you of the results.
