The 4 items in the letter solicitation anticipated to be issued are being added to Contract SPE4AX17D9407, which was awarded to 3M (76381) in accordance with the approved J&A. Any manufacturer, other than the approved source, wishing to submit a proposal on this item must submit a complete source approval package and a complete solicitation package. A copy of the letter of interest should be forwarded to the contracting officer identified herein and SBA PCR. The Government may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government.

Please see the attachment with NSNs and nomenclatures. The result of this market research will contribute to determining the acquisition strategy of this procurement. DLA Aviation intends to add NIINs onto a sole source, long-term contract with a performance period of one year to 3M Corporation. Other interested parties may identify their interest and capability to respond to the requirement no later than December 22, 2023. This is a Sources Sought to determine the availability and technical capability of small businesses (including the following subsets, HUBZone Small Business concerns; Certified 8(a) Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns, Woman-Owned Small Business concerns) to provide the required products and/or services. This Sources Sought is for informational purposes only. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the government.
