OVERVIEW: The American Innovation and Manufacturing Act (AIM Act) targets several Hydrofluorocarbon gasses for phase down of production as previously occurred with Ozone Depleting Substances (ODS). As many weapons platforms within the Department of Defense moved from ODS to HFCs, the need has arisen to ensure a sustainable supply of these Mission Critical compressed gasses is available. Projected need extends beyond the year 2060. To that end, The Defense Logistics Agency (DLA) will initiate a large acquisition of two (2) mission critical virgin HFC compressed gasses, determined by the Services to be the most critical at this time; Heptafluropropane (HFC-227ea) and Hexafluoropropane (HFC-R236fa). These two items will be placed in a static storage at DLA, Richmond, Virginia until such time as they are needed. REQUIREMENTS: Please see attachment. Upon reviewing the Requirements Document, please answer the questions below as thoroughly as possible. Please provide your CAGE, company name, address and point of contact information when compiling your response. What percent of the market does this procurement represent? Will DLA be able to procure this bulk purchase and not interrupt current production/deliveries on its active gas and cylinders contract? What are the delivery timelines for the gases? What are the delivery timelines for the cylinders? Any steel concerns that would impact this timeline? Do you foresee any issues in acquiring the product domestically or internationally at quantities requested? Are you able to import gas, if required, to meet the contractual requirements? What amount of product can be realistically produced or imported by potential suppliers in a calendar year? If not able to deliver 100% by the end of the calendar year, would you be able to notify DLA prior to July of that calendar year? DLA must know the feasibility and reality of what can be produced and delivered. What date would an order be needed in order to be received by the vendor to meet the requirement to have products delivered by 12/31 in order to import under the allowanced allowed by EPA?
