DLA Aviation intends to solicit on a sole source basis under the authority of FAR 6.302-1 to the Boeing Company, CAGE 0PXV4, via a letter Request for Proposal (RFP). A copy of the solicitation will not be available via the DLABSM Internet Bid Board Systems (DIBBS) nor the Government-Wide Point of Entry (GPE) FedBizOpps. A copy of this solicitation may only be available to requesters by contacting the Point of Contract (POC) for this notice directly. The agency intends to award a subsumable contract in accordance with the general terms and conditions for the Boeing Captains of Industry (COI) SPRPA1-22-D-001U. The only approved source for this requirement is the Boeing Company, CAGE 0PXV4. This requirement is for all Sole Source Boeing NSNs, with the following AMC Codes: 3, 4, 5. Any responsible source, other than the approved source, who would like to submit a proposal for this requirement, must submit a complete Source Approval Request (SAR) package. The contract is anticipated to be a Firm Fixed Price Contract, with a one-year base period and yearly option periods. The estimated solicitation issue date is February 1, 2023 with an estimated closing date of March 2, 2023.

Sources Sought for Boeing Sustainment Support for Sole Source Boeing Parts Please Note: This Sources Sought Notice is for informational purposes only. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. PURPOSE: This Sources Sought Notice is issued as a means of conducting market research to determine if other companies, besides Boeing, can provide engineering support services for sole source Boeing part numbers and include access to all drawings and engineering knowledge for multiple aircrafts. The proposed contract action is for engineering and logistics support services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties may identify their interest and capability to support the objectives by responding to this notice. All responses received by the notice response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is for information and planning purposes only and does not constitute a solicitation or commitment by the Government. The contract is anticipated to be a Requirements-type, Firm Fixed Price Contract, for a five-year period. OBJECTIVES: To assist in increasing the speed of the procurement process for Sole Source Boeing NSNs to allow for real-time access to the engineering expertise, technical data and understanding of the manufacturing processes offered by Boeing as the Original Equipment Manufacturer. This requirement is for all Sole Source Boeing NSNs, with the following AMC Codes: 3, 4, 5. The contractor shall provide sustaining engineering and program services to include: Program Management, Manufacturing Engineering, Specialty Engineering Support and Contract Support. An analysis will be performed on sole source Boeing parts to include drawing updates, part number versions, etc. Once the review is completed, the contractor shall submit long term contract pricing. Additive manufacturing efforts may be included as well. RESPONSES: If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, cage code, email address, Web site address, telephone number, and size and type of ownership for the organization 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
