NOTICE TYPE: Pre-solicitation TITLE: Multiple FSCs Supporting the TF33 Engine This agency proposes to issue a Solicitation for a sole source contract CLIN which will include Engineering support for warming up “Cold Parts” for the TF-33 Engine. A cold part item is defined as an item that has not been in production in more than 2 years. The solicitation will be issued as a time and materials contract for engineering & program support only. No NSNs will be procured as part of this acquisition. The Time and Materials acquisition will have four elements/phases which includes but is not limited to identification of viable parts suppliers, technical/drawing development, and manufacturing process development/management to assist suppliers in producing TF33 engine parts that will pass First Article Inspections (FAI) and position such suppliers to become reliable suppliers of TF33 engine parts. The four phases include Identification of suppliers, Cold Start Initiation and Supplier Development, Completion of First Article Testing (FAI), and Preparation for Part Production. The award CLIN is intended to be awarded on a sole-source basis as supported by a J&A IAW FAR 6.302-1. The proposed sole source solicitation will be issued to United Technologies Corporation, Pratt & Whitney, CAGEs 52661/77445. The proposed contract action will be for a total period of performance of 12 months which could be extended to a maximum of 24 months. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR 15 effort. The proposed contract CLIN will be a Requirements-type, cost contract. There is no list of NSN’s for this requirement. The solicitation is for engineering/program support of TF-33 cold parts, labor and material only. If any vendors are interested in subcontracting for part production of the cold parts they may submit a response to the acquisition specialist James K. This PSS is issued for information and planning purposes only and does not constitute a solicitation. The Government requires that only non-proprietary information be submitted in response to this Sources Sought Notice. The Government shall not be liable for or suffer any consequential damages for the use of any proprietary information submitted. Responses to the PSS will not be returned. DLA Aviation does intend to separately synopsize, solicit, and award an annual basis 12-month sole source Time & Material contract to Pratt & Whitney (A United Technologies Company), CAGE 52661 for Sustainment/Engineering Support for TF33 Engine. The recurring sustainment/engineering support is to start a “cold” supply chain for spare parts of the TF-33 engine. DLA currently believes that Pratt & Whitney is the only source with the capability to perform this engineering support requirement. Capability to perform this engineering support will require, at a minimum, all of the following: Access to the most current Pratt & Whitney proprietary drawings, material characterization information, and operational data for the TF-33 Engine related national stock numbers. Specialized knowledge and experience in the operation of the proprietary equipment developed for use in this requirement. Technical/Drawing development Anaylze the parts and evaluate the complexity of the cold start process Identify viable parts suppliers that can produce TF-33 engine spare parts Find solutions and identify issues Elevate items to the DLA technical report that require DLA input or approval Due to the immediacy of this requirement, it is in the best interest of the government to adhere to a rapid acquisition timeline. Other interested parties may identify their interest and capability to respond to the requirement no later than close-of-business (COB), June 18, 2021. GENERAL INFORMATION: The TF33 engine powers the USAF B-52 aircraft among other aircraft. The proposed contract action is for engineering support for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interest and capability to support the objectives by responding to this notice. All responses received by the notice response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this Notice is solely within the discretion of the Government. Information received in response to this Notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This Notice is for information and planning purposes only and does not constitute a solicitation or commitment by the Government. The Government desires a provider to enter into a partnership to provide critical Engineering Support for the TF33 Engine manufactured by Pratt & Whitney. The contract is anticipated to be let as a subsumable CLIN under the Requirements-type, Firm Fixed Price under the terms and conditions of the COI Umbrella Contract, which is currently in the procurement process. OBJECTIVES: The overarching objective of this acquisition is to maintain critical safety of flight for the TF33 Engine. RESPONSES: The Government requires that only non-proprietary information be submitted in response to this Sources Sought Notice.
