UPDATE 22 Apr 21: The subject solicitation is hereby canceled. Further market research suggests the holistic PBL support for the MH60 will not meet DLA’s business objectives. DLA is currently re-assessing its support strategy for the MH-60 consumables population and will engage with industry in future market research efforts. The logistics solution being acquired is a more comprehensive and complete supply chain management program delivering Contractor-sourced consumables. The MH-60 is an aging helicopter, and as such, the population of items poses significant engineering, technical, diminishing manufacturing sources and raw material acquisition challenges. Real-time access to the engineering expertise, technical data and understanding of the manufacturing processes offered by the Contractor as the Original Equipment Manufacturer (OEM) is essential to successful MH-60 supply support. As such, the acquisition has been approved for Other than Full and Open Competition as prescribed by FAR 6.302-1. The solicitation will be a sole source negotiated acquisition with Lockheed Martin (LM) (CAGE 03640) that calls the contractor to provide a performance based support solution for an improved level of availability for the MH-60 platform. The Contractor shall enhance DLA supply chain management activities for DLA managed consumables for the Bill of Materials at Appendix A and B, through forecasting of demand, monitoring the DLA supply chain, and providing recommendations and emergency supply support to ensure available and on-time material delivery. The consumables at Appendix A and B shall be supported in multiple phases as LM capabilities and performance grows under this Supplier Initiated Ordering (SIO) construct. The Phase 1 consumables for Contractor supply are identified as such at Appendix A. The consumables at Appendix B shall continue to be sourced through DLA’s supply chain, with the Contractor providing back-up support as described herein. Future phases of Contractor-sourced consumable adds within Appendix A and newly identified items within the MH-60 scope will be established early in the contract base period in an effort to provide holistic support of the MH-60 platform. The term will be a five-year base period with a single, five-year option period. The total duration (base plus option period) shall not exceed ten years. The acquisition is a Requirements-type contract, Firm-Fixed Price base period and Fixed Price with Prospective Price Redetermination option period. Performance Incentives and Disincentives shall apply at a (reconciled) contract cost level. As indicated above, the performance based requirement for MH-60 aircraft consumable parts support has been approved as a sole source acquisition to Lockheed Martin. The solicitation will be available at beta.SAM.gov on its issue date, on or around 05 Mar 20. The solicitation close date shall be as specified in the RFP. Hard copies will not be available.
