DLA Troop Support Europe and Africa is interested in your comments related to a requirement for class I subsistence products. Products need to be sourced from Public Health Center approved Facilities throughout Europe to support DLA Troop Support Europe & Africa customers. There is no solicitation available at this time, as the sole purpose of this RFI is to conduct Market Research. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be inappropriately released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation is not a promise for future business with the Government. Discussion: DLA requests responses to the following questions: Company Name, Cage Code? Are you registered in the System for Awards Management (SAM.gov) Company point of contact (POC), phone number and email? Is your company able to provide class I products that will be produced, processed, and prepared only in production plants listing in the Worldwide Directory of Sanitarily Approved Food Establishments for Armed Forces Procurement (link below)? If yes, please provide a list of items that are available (ex: pork, cereal, cereal bars, fries, frozen pizza, onion rings, seafood, frozen vegetable…….not limited to this list) Can a listing of items that are readily available, be provided with possible pack sizes? Please provide where the items will be sourced (Geographically). Is you company able to meet irregular demands and irregular order schedules? If so, what is your proposed method of support that involves receiving order, consolidating product, and delivering throughout Europe (EU, Non-EU)? Are there any known restrictions to deliver specific Subsistence product within European Countries associated to Country (EU, Non-EU) rules or Brexit? Amendment 0002: The purpose of this amendment is to: 1) Revises the technical acceptabiity requirement to include items being sourced from production plants listed in the Worldwide Directory of Sanitarily Approved Food Establishments for Armed Forces Procurement , as well as the ability to meet the Required Delivery of 14 days ARO.. Amendment 0001: The purpose of this amendment is to: 1) Revises the technical acceptabiity requirement to include items being sourced from production plants located within EUCOM and listed in the Worldwide Directory of Sanitarily Approved Food Establishments for Armed Forces Procurement , as well as the ability to meet the Required Delivery of 14 days ARO.. 2) Unit prices shall be inclusive of item cost and any fees. Quoters shall not separate product price and distribution. 3) Extend the RFQ response deadling from 14 January 2022 to 16 January 2020 at 15:00 (CET). This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Please note that this request is an urgent request the Government has determined that a response must be provided by 15:00 CET Sunday 16 January 2021. NOTICES This is a Request for Quote ( RFQ) for the items listed below. The US Government reserves the right to add/delete items within the same category . The Government intends to issue one (1) Blanket Purchase Agreement (BPA) per category (one BPA for Poultry items and one BPA for Seafood items). The US Government reserves the right to issue additional BPAs at a later time if deemed necessary. Method of evaluation is Lowest Price Technically Acceptable. Prices will be evaluated per item per pound. For the purposes of evaluation, ONLY the average lowest price for all items in each category will be considered as the awardee of each BPA. Acceptability is defined as meeting all requirements listed in this RFQ per category, to include items being sourced from production plants listed in the Worldwide Directory of Sanitarily Approved Food Establishments for Armed Forces Procurement , as well as the ability to meet the Required Delivery of 14 days ARO.. Please use the attachment to quote. Quantities and delivery location will be specified on each call order. Please acknowledge compliance with Section 889. FOB DESTINATION DELIVERY TIME Required lead time is 14 days from date of order. The vendor shall notify DLA Troop Support Europe and Africa immediately of any item on backorder that cannot be shipped within the required timeframe. DELIVERY LOCATIONS U.S. Military Ports within Southern Europe. Additional locations may be added via bilateral modification. PRICES The proposed prices for the items required under this BPA shall be firm for life of the agreement. MODIFICATIONS Modification requests shall be in writing and submitted to the contract specialist/contracting officer listed on the first page of the standard form (SF) 1449. Vendors shall provide a catalog of products that meet or exceed all of the minimum requirements as indicated below. Items in the catalog will be evaluated to determine compliance with the minimum requirements. The table below is provided as a template for the information that DLA requires in order to properly evaluate a quote. *Vendor shall list the Description of the Supplier, Manufacturer, and Part Number for each item quoted. Category 1: Poultry Items must come from an approved source Country of Origin per item must be specified in attached spreadsheet. Shelf Life per item must be specified in attached spreadsheet. Category 2 Items must come from an approved source Country of Origin per item must be specified in attached spreadsheet. Shelf Life upon delivery in attached spreadsheet. CALL LIMITATION Centralized calls will be issued by the DLA Troop Support Europe & Africa Contracting Office. Limitation per order (maximum $250,000) will be listed upon final Blanket Purchase Agreement.
