This is a Solicitation notice regarding a Defense Logistics Agency (DLA) Troop Support Subsistence Fresh Bread and Bakery contract intended for servicing customers located in West Point, New York. “Offers must be sent to joseph.marchione@dla.mil and james.barr@dla.mil before 3PM Eastern Standard Time of November 08, 2024” Background: The Agency intends to issue an award and ultimately enter into one (1) Simplified Indefinite-Delivery Contract (“SIDC”) with a commercial firm to supply Fresh Bread and Bakery products to military customers in West Point, NY. 1. Customers are One Group: Group 1 (West Point, NY Area). 2. These include Fresh Bread and Bakery Products. The freshness requirement of the product being delivered may not be compromised. 3. The offeror’s distance from the delivery location is very important. The offeror must be capable of delivering product to arrive at the delivery location the same day for emergency orders if necessary. 4. Commercial standards should be used to maintain temperatures appropriate for the individual items. Bakery products shall include mold inhibitors of the proper level as allowed by the FDA. When proposing in response to a solicitation, failure to propose the specified quality requirement per item as identified above may render an offeror’s proposal technically unacceptable. This will consist of DoD/Troop customers in West Point, New York with specific buildings covered in Attachment #2. After soliciting, the Agency intends to make one award. Offerors are required to propose on all items in the Schedule of Items on which it offers. Failure to do so may result in a proposal being deemed technically unacceptable and therefore excluded from further consideration for award. Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each offeror shall submit its most competitive proposal. Said proposal shall be responsive to all of the Solicitation’s requirements and free from any deficiencies. The period of performance for the resultant contract is from April 20, 2025 to April 15, 2028. All responsible sources must submit proposals that will be considered by DLA Troop Support. Copies of the solicitation will be found on the DLA-BSM Internet Bid Board System at https://www.dibbs.bsm.dla.mil. If not already registered, prospective offerors will be required to do so prior to viewing and downloading a copy of the solicitation. Solicitation SPE300-24-R-X025 is designed to place Market Ready Fresh Bread and Bakery items, all fully competitive, contract for various Department of Defense (“DoD”) customers in the West Point, New York Zone, only including the state of New York. The resultant contract will be issued as a firm-fixed price, Simplified Indefinite-Delivery Contract (SIDC) with two 18-month pricing tiers for all items for the entire term of the contract. The contract period of performance will be from April 20, 2025 to April 15, 2028.
