Solicitation SPE300-21-R-X024 is designed to place Market Ready Fresh Bakery (Doughnut) items, all fully competitive, on contract(s) for various Department of Defense ("DoD") customers in Norfolk, Virginia. Contract performance is expected to be from December 5, 2021 through December 2, 2023. The solicitation contains one group: Group 1: Norfolk Ships The resultant award will be issued as a firm-fixed price Indefinite Quantity Contract (IQC) not to exceed 2 years or $250,000.00 aggregate value, whichever occurs first. Prices quoted shall remain valid and fixed for the entire period of performance. The resultant contract will be based on the lowest aggregate price. The offer must meet all terms and conditions of the solicitation. If an offerors takes any exception to the terms and conditions of the solicitation, its offer may be excluded from consideration for award. Solicitation SPE300-21-R-X024 has been issued. Offerors must email responses to the email address identified in the solicitation. Every page of the offer (which includes all 61 pages of the solicitation; the completed schedule of items spreadsheet and the delivery schedule) must be submitted and received by the designated email addresses identified in the solicitation before 3:00 pm Eastern Time of October 22, 2021. Solicitation SPE300-21-R-X024 is designed to place Market Ready Fresh Bakery (Doughnut) items, all fully competitive, on contract for various Department of Defense (“DoD”) customers in the Norfolk, Virginia Zone. The resultant contract will be issued as a firm-fixed price Indefinite Quantity Contract (IQC) for all items for the entire term of the contract. The contract period is expected to be from December 5th, 2021 to December 2nd, 2023.This acquisition will be issued on an unrestricted basis. The total length of the contract will be two (2) years. It contains one (1) twenty-four month tier. The solicitation contains one group: Group 1: Norfolk Ships All responsible sources may submit proposals that will be considered by DLA Troop Support. Background: The Agency intends to issue a solicitation and ultimately enter into indefinite quantity contract(s) ("IQC") with a commercial firm(s) to supply fresh doughnut products to military customers in Virginia. The freshness requirement of the product being delivered may not be compromised. The offeror's distance from the delivery location is very important. The offeror must be capable of delivering product to arrive at the delivery location the same day for emergency orders if necessary. 3. Bakery products shall include mold inhibitors of the proper level as allowed by the Food and Drug Administration ("FDA"). 4. Commercial standards should be used to maintain temperatures appropriate for the individual items. When proposing in response to a solicitation, failure to propose the specified quality requirement per item as identified above may render an offeror's proposal technically unacceptable. This will consist of DoD/Troop customers in the Norfolk, VA area primarily focusing on Ship customers. After soliciting, the Agency intends to make one award. Offerors are required to propose on all items in the Schedule of Items on which it offers. Failure to do so may result in a proposal being deemed technically unacceptable and therefore excluded from further consideration for award. Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each offeror shall submit its most competitive proposal. Said proposal shall be responsive to all of the Solicitation's requirements and free from any deficiencies. Proposed contract ordering period is December 5, 2021 to December 2, 2023.
