DLA Troop Support intends to enter into a “no-cost contract” with one (1) data tracking company. Said contract will establish the awardee as having rights to receive raw Government sales and market data from DLA Troop Support concerning its Subsistence Prime Vendor (SPV) contracts at no cost to the Government. The awardee will have exclusive rights to generate sales and market data reports that may be sold by the awardee to certain third parties for a fee (the third parties and fee for services provided to those parties will both be identified within the terms of this contract). In exchange, the awardee is obligated to provide DLA Troop Support with unlimited access to any and all sales and market data reports (including, but not limited to, invoice history, trending information, and discount tracking) at no cost. The data tracked and reports provided by the awardee shall range from a high/program summary level (such as CONUS/OCONUS Prime Vendor Program Sales) down to individual sales on a per manufacturer basis.
