This solicitation will be issued to service the customers’ subsistence requirements in the Central Texas area. This solicitation will result in an Indefinite Delivery Indefinite Quantity (IDIQ) contract for a term of sixty (60) months, with two (2) separate pricing tiers. The effective period for the first tier shall be from the award date up to thirty-six (36) months (start-up/implementation period upon award of up to four (4) months and thirty-two (32) month performance period). There will also be a second and final twenty-four (24) month tier immediately following the first. The start-up/implementation period of up to four (4) months (120 days) begins immediately after award and ends as the first order is placed. The estimated dollar value for this sixty (60) month contract is $62,933,542.95. The maximum dollar value is 200% of the estimated dollar value, or $125,867,085.90. All prices will be firm fixed with an Economic Price Adjustment (EPA) for the sixty (60) months. The Government's legal obligation under this contract shall only be that of the guaranteed minimum.

The Defense Logistics Agency (DLA) Troop Support Subsistence Directorate intends to solicit for Prime Vendor support for customers in the Central Texas Area and other federally funded agencies for various quantities of Subsistence items from the 8900 federal catalog or their commercial equivalents. The total estimated dollar value for this procurement action is $63,000,000. The resultant award will be an Indefinite Delivery, Indefinite Quantity Contract (IDIQ) that will result in a Fixed-Price contract subject to Economic Price Adjustment (EPA) for a performance period of five (5) years. This acquisition will be solicited as Full and Open Competition, or unrestricted. Customers will be provided delivery on a “just in time” basis. All responsible sources may submit a proposal which will be considered by this agency. The proposals received in response to this solicitation will be evaluated utilizing Lowest Price Technically Acceptable (LPTA) procedures. Offerors MUST be able to interface with the Government’s established translation package and support Electronic Data Interchange transaction sets listed in the solicitation. Errors in proposals will not be corrected by DLA personnel. The Request for Proposal (RFP) will be posted on the DLABSMDIBBS website as RFP# SPE300-19-R-0047.
