Southern Kentucky and Tennessee Surrounding Area The solicitation SPE300-26-R-0010 has been issued. Offerors must email response to email addressed identified on page 1 in the solicitation. The Defense Logistics Agency (DLA) Troop Support Subsistence Directorate intends to solicit for Prime Vendor support for customers in the Southern Kentucky and Tennessee Surrounding Areas and other federally funded agencies for various quantities of subsistence items from the 8900 federal catalog or their commercial equivalents. The estimated dollar value of this solicitation is $30,884,214.40 for a five (5) year period. The guaranteed minimum dollar value is $3,088,421.40. The contract will consist of three tiers with a maximum dollar value of $108,094,750.40 at 350% of the estimated dollar value. The Government’s legal obligation under this contract shall only be that of the guaranteed minimum. All prices will be Firm Fixed with an Economic Price Adjustment (EPA) for the 5 years. The Government intends to make a single award. The contract resulting from this solicitation will be an Indefinite Delivery Contract that provides for an indefinite quantity, within stated limits, of specific supplies to be furnished during a fixed period, with deliveries to be scheduled by placing orders with the contractor. The contract will be for a term of 60 months, with three separate pricing tiers. The first tier will be for a 24-month period (inclusive of an up to 120-day implementation period). The second tier will be an 18-month period immediately following the first tier. The third tier will be for an 18-month period immediately following the second tier. This is an unrestricted acquisition. Customers’ delivery will be on a skip day basis. All responsible sources may submit a proposal which will be evaluated using Best Value - Lowest Price Technically Acceptable (LPTA) procurement procedures awarded to a Prime Vendor based on those criteria. Offerors must be able to interface with the Government's established translation package and support Electronic Data Interchange (EDI) transactions sets listed in the solicitation. Pre-Solicitation Number SPE300-26-R-0010 REPLACES Pre-Solicitation Synopsis Language for SPE300-25-R-0016 Southern Kentucky and Tennessee Regions and Surrounding Areas The Defense Logistics Agency (DLA) Troop Support Subsistence Directorate intends to issue a solicitation for Subsistence Prime Vendor (SPV) support for Southern Kentucky and Tennessee Regions and Surrounding Areas. Requirements for SPV support will include the delivery of various quantities of subsistence items from the 8900 federal supply group or commercial equivalents. The contractor will be required to make delivery on a "just in time" basis. The delivery of items will be expected to begin no later than 120 days after the date of award. Offerors MUST be able to interface with the Government’s established transaction package and support Electronic Data Interchange transaction sets listed in the solicitation. The resultant contract will be Fixed-Price subject to Economic Price Adjustments (EPA). The maximum dollar value of the entire acquisition is $108,094,750.40. The Government’s intent is to award one (1) Long Term Contract. The effective period of the contract will be from the award date up to 60 months, consisting of a period of five (5) years comprised of three (3) separate tiers for purposes of distribution price. The first tier shall be a twenty-four (24) month period (inclusive of up to a 120-day implementation period). The second tier will be an eighteen (18) month period directly following the first tier. The third and final tier will be an additional eighteen (18) month period following the second tier. Both perishable and semi-perishable products that to be provided by a “Full-Line” food distributor. The acquisition will use full and open competitive procedures and will be issued on an unrestricted basis. The proposals received in response to this solicitation will be evaluated utilizing Lowest Price Technically Acceptable procurement procedures and a contract will be awarded based on those criteria. Alternate items will be considered/evaluated. The Request for Proposal (RFP) will be posted on the DLA BSM DIBBS website, https://www.dibbs.bsm.dla.mil/ as RFP # SPE300-26-R0010.
