Solicitation SPE-300-22-R-0005 is designed to place Market Ready Fresh Milk and Dairy items, all fully competitive, on contract(s) for various Department of Defense ("DoD") customers in Texas and Oklahoma. The resultant contract will be issued as a firm-fixed price IQC with EPA applied to Class I fluid milk items and firm fixed price with two pricing tiers for all other items for the entire term of the contract. The contract period is expected to be from March 13, 2022, to March 8, 2025. Tier 1 will be from March 13, 2022 - March 9, 2024. Tier 2 will be from March 10, 2024, to March 8, 2025. The solicitation contains six groups: Group 1: Joint Base San Antonio, Texas – (Lackland Air Force Base (AFB), Randolph AFB and Fort Sam Houston) Group 2: Fort Hood, Texas Group 3: Sheppard AFB, Texas Group 4: Goodfellow AFB, Texas Group 5: Dyess AFB, Texas Group 6: State of Oklahoma (Altus and Tinker AFB and Fort Sill) All responsible sources may submit proposals that will be considered by DLA Troop Support. Copies of the solicitation will be found on the DLA BSM internet Bid Board Systems (DIBBS) at https://www.dibbs.bsm.dla.mil If not registered; prospective offerors will be required to do so prior to reviewing and downloading a copy of the solicitation. RFP’s are in Portable Document Format (PDF). In order to download and view these documents, prospective offerors will need the latest version of Adobe Acrobat Reader. The software is available free at http://adobe.com The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offerors initial offer should contain the offerors best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
