Offerors must email responses to the email addresses idenified on page 17 in the solicitation. Due to the COVID-19 pandemic mail is an acceptable form of submission of proposals in response to this solicitation. Every page of the offer (which includes all 78 pages of the solicitation and a copy of the completed schedule of items spreadsheet) must be received by the designated email addresses identified in the solicitation before 3:00 pm local Philadelphia time of April 28, 2020.
