The Defense Logistics Agency (DLA Troop Support) intends to support the needs of its customers by entering into one (1) Indefinite Quantity Contract (IQC) per group to supply Fresh Bread and Bakery Items to the customers stated below. This solicitation contains the estimated bread and bakery item requirements for customer in DC, MD, and VA. The solicitation contains two groups servicing Troop customers in the DC, MD, and VA area. These delivery points require indefinite quantities of Fresh Bread and Bakery Items for delivery beginning April 19, 2020 through April 15, 2023. Anticipated solicitation issue date is mid January 2020. All responsible sources may submit proposals that will be considered by DLA Troop Support. Copies of the solicitation will be found on the DLA-BSM Internet Bid Board System at https://www.dibbs.bsm..dla.mil. This is a Request for Information ('RFI") for Fresh Bread and BAkery Products in support for DLA Troop Support to military customer in Virginia, Maryland, and D.C. area. Dear Valued Suppliers: This is a Request for Information (RFI). DLA Troop Support's ("Agency") Subsistence MArket Fresh Program is interested in comments and feedback regarding the Agency's fresh bread and bakeries items to Department of Defense ("DoD " Troop). There is no solicitation available at this time. the Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost inccurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Please note that by responding to the instant Agency request, a potential offeror is not promised any future business with the Government. The sole purpose of the RFI is to conduct market reseach to assist the Agency in crafting an appropriate solicitation in the future. Background: The Agency intends to issue a solicitation and ultimately enter into indefinite quantity contracts ("IQC") with a commercial firm(s) to supply fresh bread and bakery products to military customers in Virginia, Maryland, and District of Columbia. These include various fresh baked breads, minimum 16 ounces per loaf and various fresh baked roll, minimum of 6 per package. The freshness requirement of the product being delivered may not be compromised. the offeror's distance from the delivery location is very important. The offeror must be capable of delivering product to arrive at the delivery location the same day for emergency orders if necessary. Bakery products shall include mold inhibitors of the proper level as allowed by the Food and Drug Administration ("FDA"). Commercial standards should be used to maintain temperatures appropriate for the individual items. When proposing in response to a solicitation, failure to propose the specified quality requirement per item as identified above may render and offeror's proposal technically unacceptable. This will consist of DoD/Troop customers in Virginia, Maryland, and D.C. for both groups. After soliciting, the Agency intends to make one award per group. Offerors are required to propose on all items in the Schedule of Items for each group which it offers. Failure to do so may result in a proposal being deemed technically unacceptable and therfore excluded from further consideration for award. Because the Contracting Officer is not obligated to initate negotitions, when proposing to the solicitation each offeror shall submit its most competitve proposal. Said proposal shall be responsive to all the Solicitation's requirements and free from any deficiencies. Proposed contract ordering period is April 19, 2020 to April 15, 2023.
