This is a request for information (RFI). DLA Troop Support’s OCONUS Subsistence Prime Vendor (OCONUS SPV) Program is interested in your comments regarding full service food support to our military and federally funded customers in Southwest Asia and Eastern Africa area of responsibility, particularly concerning performance metrics. There is no solicitation available at this time. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment for the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation is not a commitment for future business with the Government. The sole purpose of this RFI is to conduct Market Research. Please consider the following questions: What type of business is your company in – logistics, food distribution? Who are your firm’s major customers, e.g. retailers, industrial accounts, commercial accounts, Government accounts? What is your firm’s country of origin? Do you have any long-term contracts with customers and/or suppliers in Southwest Asia and Eastern Africa? If yes, please provide a description of the type of work and nature of the contracts. Background: DLA Troop Support’s OCONUS SPV contracts are large dollar value, long-term, indefinite delivery/indefinite quantity type supply contracts that require the delivery of various food items throughout broad geographic locations. Fill rates are an official government record for contract performance evaluation. In general, a fill rate is calculated by dividing the number of cases accepted by the customer by the number of cases ordered. Mis-picks and damaged cases are not included in this calculation. Instances that would excuse a contractor’ failure to deliver an order, or individual line item(s), in full; (for example, customer written cancelation of a line or quantity prior to receipt, a customer ordered the incorrect quantity, an item being discontinued, an item demand exceeds 300% (or other surge percentage) of the average monthly demand for that item, etc.) are known as fill rate exceptions. Instances of performance failure that fall into a fill rate exception are often not counted toward the contractual fill rate metric. Questions: If fill rate exceptions were not permitted to be applied to the calculation of a final fill rate for any order, would your firm be able to maintain a raw fill rate of 98.5% or above? If not, please explain why. If fill rate exceptions were not permitted to be applied to the calculation of a final fill rate for any order, would your firm be able to maintain a raw fill rate of 90% or above? If not, please explain why. Please state what you believe your projected fill rate would be if fill rate exceptions were not permitted to be applied to the calculation of a final fill rate for any order. Please explain why you project that fill rate. If fill rate exceptions were not permitted to be applied to the calculation of a final fill rate for any order, and the contractual fill rate was 90%, please explain what impact you believe that would have on the pricing your firm would be able to offer under that contract. How would that pricing contrast with pricing offered for a contract with a 98.5% fill rate requirement but permitted fill rate exceptions?
