Defense Logistics Agency (DLA) Troop Support Medical Supply Chain is planning to issue a solicitation to potentially select multiple Reverse Distributor contractors to provide services to all Department of Defense (DoD) and other eligible federal customers located in both the Continental United States (CONUS) and Outside the Continental United States (OCONUS) regions. This will be the fifth generation (GEN V) of the Pharmaceutical Reverse Distribution Program (PRDP) awarded by DLA. Contractors receiving awards will be responsible for providing reverse distribution services, while remaining compliant with all applicable laws and regulations related to the industry. The goal is to assist DoD customers worldwide in obtaining maximum credit value and pharmacy efficiency. The GEN V DoD Pharmaceutical Reverse Distribution Program will have one (1) base period of 30 months with one (1) 30-month option period for a potential five-year total contract period. The contract value is estimated at $45,000,000. The acquisition will result in multiple Indefinite Quantity Service Contracts that will be solicited and awarded as a Small Business Set Aside. Competition will be sought, promoted, and sustained through the issuance of a competitive Request for Proposal (RFP) on a full and open competition basis for those offerors meeting the small business NAICS code standards. This is a Lowest Price Technically Acceptable (LPTA) Acquisition. DLA Troop Support will make an award to the responsive and responsible offeror whose proposal is determined to be technically acceptable and provides the lowest overall price to the Government considering the base and all option periods. The Government reserves the right to make multiple awards if it is in the Government’s best interest. The Government will award the contract(s) to the offeror(s) who present the best overall value based on their overall proposal(s). Solicitation SPE2DX-23-R-0002 is expected to be issued May 3, 2023.
