DLA plans to issue a solicitation for a national requirements contract for Morphine Sulfate Solution, including multiple syringe and vial presentations in packs and boxes. Competition will be restricted to qualified domestic manufacturers providing domestically manufactured Active Pharmaceutical Ingredients and Final Dosage Forms. The resulting firm-fixed-price, requirements-type contract will have a one-year base plus four one-year options and establish a national supply source for DoW, VA, Indian Health Service, and Bureau of Prisons customers through DLA and VA prime vendor programs. It will be solicited as a commercial item under FAR Part 12, with annual usage estimates provided in the Schedule of Supplies.
