This justification is for the purchase of extended warranty maintenance coverage for automated pharmacy dispensing equipment on a sole source basis. The action submitted for approval is a JEFO for the acquisition of full-service maintenance services for the PharmASSIST Pharmacy Automation System that is installed at multiple Air Force Military Treatment Facilities (MTFs). An order for these maintenance services will be placed against Innovation Associates, Inc.’s Patient Monitoring and Capital Equipment (PMCE) contract SPE2D1-19-D-0017, which expires July 22, 2024, and if the option is exercised, would end July 22, 2029. The authority waiving the competition requirements is FAR 16.505(b)(2)(i)(B), only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.
