This action is a JEFO supporting Phase 1 of 3 for acquiring Pharmacy Automated Dispensing Cabinets, Anesthesia Carts, and Central Controlled Substance Storage and Supply Cabinets to replace an existing lease at the Cheyenne River Health Center in Eagle Butte, South Dakota, a Great Plains Area IHS facility. The order will be placed under TrillaMed’s long-term/ECAT contract, allowing placement without fair opportunity because TrillaMed is the only vendor able to meet the government’s minimum requirements; the underlying contract is valid through July 27, 2031. Required capabilities include guiding-light safety technology, single-unit controlled-substance dispensing, six-year DSCSA-compliant archival/search/export, metal locking bins, two-step receiving, pharmacist verification, witness tracking and receipts, and a syringe label printer. The system must also demonstrate a fully functional HL7 interface with EHR-RPMS and include antivirus software compliant with current IHS IT security standards.
