This presolicitation announces a consolidated acquisition for the manufacture and delivery of MOLLE components, such as assault packs and various pouches, under an Indefinite Quantity, Firm Fixed-Priced contract with three 12-month ordering periods and guaranteed minimum quantities per item. The government will make a single all-or-none award, requiring offerors to submit pricing for all CLINs; partial proposals will not be considered. Deliveries will be made to third-party logistics depots in Pendergrass, Georgia; Austin, Texas; and Lansing, Michigan, with FOB Destination and inspection/acceptance at source. Production lead time is 210 days for the initial order, including first article testing and government review, followed by 120-day lead times for subsequent delivery orders. The acquisition will be full and open with a HUBZone price evaluation preference, using best value tradeoff and evaluating product demonstration models, surge and sustainment capability, past performance, and small business participation.
