SERVICE RIBBONS
This is a total small business set-aside solicitation for a firm-fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with award based on best value/tradeoff procedures where past performance/performance confidence is significantly more important than price. All materials and manufacturing must be 100% U.S.-produced, as domestic restrictions (including the Berry Amendment for clothing and textile items) apply, and the successful offeror must furnish all fabrication materials. Performance is therefore restricted to within the United States, and the solicitation is available only electronically via the DLA DIBBS website, with offerors required to be registered in SAM.gov and have a CAGE code; DIBBS registration and super-user account details are provided in the announcement. Technical data, specifications, patterns, and drawings can be requested through the DLA Troop Support Clothing and Textiles Technical Data Repository link.
