The applicable NSN for this procurement is 7210-01-609-3729. The BLANKET, BED, WOOL, GRAY, NAVY will be made in accordance with the specification: MIL-C-43665C, dated 14 NOV 1986 and NCTRF-PD-10-12. (Specifications can be obtained using the Assist Quick Search website at http://quicksearch.dla.mil/. This procurement will be for a Base year and 4 one-year term options. The purchase quantity includes a GMINQ/minimum ordering quantity of 5,821 each per term; an AEQ ordering quantity of 23,284 each per term; and AOLQ/Maximum quantity of 29,105 each per term. The first delivery order is due 150 days after the date of award. Shipments are FOB Destination to the DoDAAC, VSTZ, TRAVIS Industries for the Blind, Austin, TX. Finally, the vendor will be required to submit five (5) sample Product Demonstration Models (PDM’s) of lot/item NSN: 7210-01-609-3729; PGC #18919, for evaluation and approval by the Quality Assurance Group. In order to be considered for the award will depend on whether or not the sample blankets successfully pass the tests requirements performed by the PHILA LAB as well as the Thermal Insulation Test performed by the US ARMY LAB (NATIC) in Boston, MA. This is a Best Value Acquisition with Source Selection Procedures. The following factors will be utilized in descending order of importance: Production Demonstration Model (PDM), Experience/Past Performance, Pricing and being able to meet all of the terms and conditions in the solicitation, including item description and delivery schedules. All materials used in the fabrication of this end item are to be furnished by the contractor and must be produced solely in the United States of 100% US Materials in accordance with the terms and conditions of the BERRY Amendment. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the System for Award Management (SAM.gov). 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their SAM registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGE’s through My Account (Account Maintenance).
