The Government will make an award to the responsible offeror that offers the lowest priced, technically acceptable offer. To be technically acceptable an offer must meet the minimum requirements of this solicitation by providing all information required in the solicitation/pricing form, take no exception to any of the terms and conditions contained in the solicitation (and any amendment thereto), submit a photograph(s) that is considered acceptable, and have an acceptable SPRS score. The Government will award contracts only to companies whose technical proposals establish that they can meet the requirements of the Government.
