DLA Troop Support plans an unrestricted acquisition for the manufacture and delivery of MOLLE Medium Rucksack Sets and Large Field Pack Sets OCP under specified purchase descriptions, using Best Value trade-off source selection with a 10% HUBZone price evaluation preference. The planned contract(s) would have a mandatory three-year ordering period with tiered pricing across three 12-month tiers, annual estimated quantities of 5,780 medium rucksacks and 16,000 large field packs, guaranteed minimums of 1,445 medium and 4,000 large, and maximum monthly production of 602 medium and 1,667 large sets. Production demonstration models and first article testing are required, with FAT due 60 days after award, and first delivery due 240 days after award with subsequent delivery orders at 150-day lead times. Deliveries would be FOB destination to DLA 3PL depots in Peckham, MI, Pendergrass, GA, and Travis, TX, while inspection and acceptance would be at source. The solicitation is estimated for release in October 2025 and will be posted on DIBBS; offerors must be SAM-registered with an updated NIST 800-171 score in SPRS, submit a technical proposal covering PDMs, past performance/SPRS for FSC 8465, and potentially surge/sustainment capabilities, and comply with Berry Amendment restrictions.
