Historically Underutilized Business (HUBZone) Set-Aside (FAR 19.13)

The Defense Logistics Agency is preparing a Request for Proposal for the manufacture and delivery of USAF Airsave Survival Vests and accessories, to be issued as a 100% HUBZone Small Business Set-Aside. The contract will be a four-year, firm-fixed-price IDIQ with tiered pricing, and delivery is required to third-party logistics depots in Lansing, Michigan; Austin, Texas; and Pendergrass, Georgia. Key production milestones include a 90-day deadline for First Article submission after award, a 30-day government review period, and initial delivery required within 150 days of First Article approval. The evaluation will use a Best Value Trade-Off process where non-cost factors, led by Product Demonstration Models and Past Performance, are significantly more important than price. The notice specifies detailed minimum, estimated, and maximum quantities for each of the seven required items.
