All information submitted in response to this announcement i... THIS IS A REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. As part of its market research, the Defense Logistics Agency / Clothing & Textiles Directorate is issuing this RFI/Sources Sought to determine if there exist qualified interested contractors capable of providing solutions to meet the requirement. The Government may use the responses to this RFI/Sources Sought for information and planning purposes. The Defense Logistics Agency is seeking companies having an interest in and the capability to support this requirement for the following: Safety Lanyard NSN: 8465-00-262-5237 A-A-55120 dated January 21, 1993 This item has technical data some or all of which is subject to export-control of either the International Traffic in Arms regulations (ITAR) or the Export Administration Regulations (EAR) and cannot be exported without prior authorization from either the Department of State or the Department of Commerce. Export includes disclosure of technical data to foreign persons and nationals whether located in the United States or abroad. This requirement applies equally to foreign national employees and U.S. companies and their foreign subsidiaries. DFARS 252.225-7048 is applicable to this data. The Defense Logistics Agency (DLA) limits distribution of export-control technical data to DLA contractors that have an approved US/Canada Joint Certification Program (JCP) certification, have completed the Introduction to Proper Handling of DOD Export-Controlled Technical Data Training and the DLA Export-Controlled Technical Data Questionnaire (both are available at the web address given below), and have been approved by the DLA controlling authority to access the export-controlled data. Instructions for obtaining access to the export-controlled data can be found at: https://www.dla.mil/HQ/LogisticsOperations/EnhancedValidation. To be eligible for award, offerors and any sources of supply proposed for use are required to have an approved JCP certification and have been approved by the DLA controlling authority to access export-controlled data managed by DLA. DLA will not delay award in order for an offeror or its supplier to apply for and receive approval by the DLA controlling authority to access the export-controlled data. The result of this RFI/Sources Sought will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 313210 – Broadwoven Fabric Mills. All information received in response to this RFI/Sources Sought marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government reserves the right to ask follow-up clarifying questions to individual companies based on proprietary information submitted without posting those questions. The Government requests that interested parties respond to this notice in writing including details of your company’s ability to deliver the Safety Lanyard. Information regarding the viability to receive and process classified information with appropriate contact information Provide any recommendations and/or concerns Responses to this RFI/Sources Sought should not exceed five (5) pages in length. This RFI/Sources Sought is only for the purpose of identifying potential sources as part of the Defense Logistics Agency / Clothing & Textiles’ market research. No Request for Proposal (RFP) exists; therefore, do not request a copy of the RFP. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
