This acquisition is for 7,500 each United States Marine Corps 9MM pouches (NSN: 8465-01-558-5105) and are made in accordance with purchase description GL-PD-12-03. The production leadtime will be as follows: - 1,000 each delivered within 270 days of award, - 1,000 each delivered within 300 days of award, - 1,000 each delivered within 330 days of award, - 1,000 each delivered within 360 days of award, - 1,000 each delivered within 390 days of award, - 1,000 each delivered within 420 days of award, - 1,000 each delivered within 450 days of award, and - 500 each delivered within 480 days of award. First article testing is required in accordance with FAR 52.204-9, with alternate I, and DLA procurement note E08 First Article Testing Requirements. The awardee shall submit two (2) samples - at no cost to the Government - for first article evaluations within 120 days of award and shall include test reports and certifications with its submission. The Government will have 30 days to review the samples and provide the awardee its findings. Inspection and acceptance at source applies in accordance with DLA procurement note E06 Inspection and Acceptance at Origin. DLA Troop Support Clothing & Textiles Additional Quality Assurance Requirements Revision 1 dated August 2021 will be incorporated into the award. Clause 52.246-11 Higher-Level Contract Quality Requirement applies with 1) ANSI/ISO/ASQ Q9001-2015(excluding para 7.3) or 2) equivalent. Certification or registration of a contractor's quality system or program is not required by DoD if ISO or ANSI/ASQ standards are used. Clause 52.246-15 Certificate of Conformance applies. Procurement Note Identification of Qualified Laboratory/Source Sampling applies to Cloth, Textured Nylon 1000D IAW Para 3.5.2.1 of GL/PD 12-03. Deliveries will be made to DLA Troop Support's third party logistic (3PL) depots Travis Association for the Blind (Austin, TX), Peckham Inc. (Lansing, MI), and Lion Vallen Industries (Pendergrass, GA). The government intends to make a single award to the responsible offeror whose proposal meets all terms and conditions of the solicitation and submits an overall price that is determined to be fair and reasonable by the contracting officer. The solicitation will be issued on an FOB destination basis in accordance with FAR 47.304-1(g)(5). All offered products MUST meet the provisions of DFARS 252.225-7012 Preference for Certain Domestic Commodities if any of the materials listed within this clause are utilized in the production of the item. B. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the System for Award Management (SAM). C. A Commercial and Government Entity (CAGE) Code registration will be processed within five business days. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their SAM registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance).
