This acquisition is for the manufacture and delivery of 14,500 ice tan creepers (NSNs 8465-01-615-2944(S), 8465-01-615-2947(M), 8465-01-615-2950(L), and 8465-01-615-2952(XL). This item is manufactured in accordance with CID: A-A-55124C dated 30 November 2012 and the salient characteristics listed therein. "The total order quantity of the procurement will be 14,500, inclusive of all NSNs, and the planned quantities by size are as followed: 8465-01-615-2944(S) 2,800 PR 8465-01-615-2947(M) 3,900 PR 8465-01-615-2950(L) 6,900 PR 8465-01-615-2952(XL) 900 PR First article sample are due to the Government within 120 days of award. The Government will then have 30 days to approve/disapprove the first article samples. Deliveries will be scheduled for 120 days after award at a monthly rate shown below: 3,625 each 120 days after FAT approval. 3,625 each 150 days after FAT approval. 3,625 each 180 days after FAT approval. 3,625 each 210 days after FAT approval." Deliveries will be made to DLA Troop Support's third party logistic (3PL) depots Travis Association for the Blind (Austin, TX), Peckham Inc. (Lansing, MI), and Lion Vallen Industries (Pendergrass, GA).The planned acquisition will be issued on an unrestricted basis with a price preference for HUBZone small businesses. The government intends to make a single award to the responsible offeror whose proposal meets all terms and conditions of the solicitation and submits an overall price that is determined to be fair and reasonable by the contracting officer. The solicitation will be issued on an FOB destination basis in accordance with FAR 47.304-1(g)(5). The inspection and acceptance point will be origin. All offered products MUST meet the provisions of DFARS 252.225-7012 Preference for Certain Domestic Commodities if any of the materials listed within this clause are utilized in the production of the item. 52.209-4, Alt. I, First Article Approval - Government Testing (SEP 1989), with alternate I, and Procurement Note E08 First Article Testing Requirements apply. All costs associated with first article testing and the required samples shall be included in the offered unit price. Adjustment to the offered unit price due to first article testing will not be made. A Commercial and Government Entity (CAGE) Code registration will be processed within five business days. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their SAM registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance). The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services.
