The proposed Request for Proposal is for Heavy Duty Leather Gloves; PGC 00540. The gloves are to be made in accordance with specification A-A-55060. The solicitation will be issued as a 100% Total Small Business Set Aside. The resulting award will be an Indefinite Delivery, Indefinite Quantity, Firm Fixed Price type contract. The duration of the contract will be four years. The contract will consist of four tiers, one for each year of the contract with tiers 1, 2, 3, and 4 representing the first, second, third, and fourth years of the contract respectively. Offerors will be able to submit offer prices for each tier. Quantities for the first tier will be a minimum of 11,457 pairs, annual estimated quantity of 34,002 pairs, and an annual order limitation quantity of 42,503 pairs. Quantities for each tier subsequent to the first tier will be a minimum of 0 (zero) pairs, annual estimated quantity of 30,060 pairs, and an annual order limitation quantity of 37,575 pairs. Tradeoff Source Selection procedures will be utilized. The evaluation Factors, Aspects, and Elements will be as follows: Factor 1. Product Demonstration Model(s) and Technical Risk Aspect 1. Manufacturing Operations Aspect 2. Visual Requirements Aspect 3. Dimensional Requirements Factor 2. Past Performance Confidence Assessment Aspect 1. Recency Aspect 2. Past Small Business Performance Destinations will include: 1) Peckham Inc., Lansing, MI; 2) Pendergrass Distribution Center, Pendergrass, GA; and 3) Travis Association for the Blind, Austin, TX. Shipping terms will be FOB Destination. Inspection and Acceptance will be based on the total dollar value of each delivery order. Delivery orders with a total dollar value below $300,000 will be inspection at destination and acceptance at destination. Delivery orders with a total dollar value of $300,000 or more will be inspection at source and acceptance at source. The production lead time of each order will be no earlier than 120 days after the date of the order. Each offeror must include Product Demonstration Models (PDMs) as part of their proposal. PDMs must be received by the DLA Troop Support designated point of contact before the solicitation closing date and time. CAUTION NOTICE: Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. All offerors MUST be registered in the System for Award Management (SAM) in order to be eligible for award. All responsible sources may submit offers, which DLA Troop Support shall consider if received timely. It is anticipated that the solicitation will be posted to the DLA Internet Bid Board System (DIBBS) on or after August 17, 2022. Please note that ALL materials used in the fabrication of this item shall be furnished by the successful offeror. This solicitation contains DOMESTIC RESTRICTIONS, which means all components and all manufacturing must be obtained/performed within the United States. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as “The Berry Amendment”) impose restrictions on the DoD’s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
