Solicitation SPE1C1-22-R-0074 has been posted to DIBBS on April 14, 2022 with a closing date of May 17, 2022. This synopsis is for the acquisition of the Extreme Cold Weather GEN III, Layer 7 Parka, NSN 8415-01-653-2644(s), PGC: 04163 and the Extreme Cold Weather GEN III, Layer 7 Trousers, NSN 8415-01-653-2111(s), PGC: 04164. This acquisition will be a 100% Small Business Set-aside. This is an IDTC acquisition with a 12 month base term and 4 one year option terms. Quantities for the base term of the Extreme Cold Weather GEN III, Layer 7 Parka will be 1,404 each minimum and 7,020 each Annual Order Limitations Quantity (AOLQ) with an annual estimated quantity of 5,616. The quantity for each of the four option terms will be 756 each minimum and 3,780 each Annual Order Limitations Quantity (AOLQ) with an annual estimated quantity of 3,024. Quantities for the base term of the Extreme Cold Weather GEN III, Layer 7 Trousers will be 1,392 each minimum and 6,960 each Annual Order Limitations Quantity (AOLQ) with an annual estimated quantity of 5,568. The quantity for each of the four option terms will be 552 each minimum and 2,760 each Annual Order Limitations Quantity (AOLQ) with an annual estimated quantity of 2,208. The Extreme Cold Weather GEN III, Layer 7 Parka, PGC 04163, shall be made in accordance with Class 3 of GL/PD 06-07A dated 19 August 2016; pattern dated 10 July 2007. The Extreme Cold Weather GEN III, Layer 7 Trouser, PGC 04164, shall be made in accordance with Class 3 of GL/PD 06-18A dated 19 August 2016; pattern dated 19 June 2007. The Extreme Cold Weather GEN III, Layer 7 Parka and Trousers are considered military unique. This acquisition will utilize Best Value Source Selection Procedures. Proposals submitted are required to include Product Demonstration Models (PDMs) and Past Performance. Anticipated issuance date will be on or after May 2022. Production Lead Time is 150 days for initial delivery and 120 days thereafter. Deliveries are FOB Destination to LANSING, MI 48906/AUSTIN, TX 78744/Pendergrass, GA 30567. All responsible sources may submit offers which DLA Troop Support shall consider.
