ITEM: Trunks, Army, Physical Fitness Training Uniform (APFU) Specification/PD: Trunks, APFU; GL/PD 13-06D, 02 February 2016 All materials used to manufacture these items are to be furnished by the contractor. All materials/components shall be Berry Amendment compliant. RFP SPE1C1-21-R-0017, will be utilized for the purchase of item Trunks, Army, Physical Fitness Training Uniform (APFU) A Solicitation is being issued for the purchase of the Trunks, APFU; PGC: 03982, NSN: 8415-01-623-2466(s) pair. The Solicitation for the purchase of the Trunks, APFU will result with the intent of the Government to award one or two contracts –Lot 0001—70% portion award and Lot 0002—30% portion award. The RFP and proposed contract(s) will be issued as 100% Small Business Set-Aside. Only small business firms may submit offers for this acquisition. The Small Business Set-Aside will result in firm fixed price contract or contracts in accordance with FAR Part 12, Acquisition of Commercial Items. The resultant contract or contracts will contain a base year, and Two (2), one year option terms with the same quantities for each year. NOTE: In accordance with the Federal Procurement Policy and FAR Subpart 8.6, a timely offer from Federal Prison Industries/UNICOR will be considered for award in accordance with the specifications and evaluation factors as outlined in the solicitation. This proposed buy will result in a negotiated Indefinite Delivery Type contract This acquisition is a a base year, and Two (2), one year option terms with the same quantities for each year. The quantities will be as follows: Total Combined: Minimum: 200,000 PR; AEQ: 805.248 PR; Maximum: 1,088,000 PR Lot 0001: 70% portion Min: 140,000 PR; Max: 762,000 PR-evaluation purpose Lot 0002: 30% portion Min: 60,000 PR; Max: 326,000 PR -evaluation purpose This proposed buy will result with the intent to have different contractors for each of the separate Lots for contracts that will be awarded from this solicitation for each lot in order to ensure that multiple sources of supplies. The Government reserves the right to exclude under the authority of FAR 6.202 (a) (4) (5) establishing or maintaining alternative sources. The Government reserves the right to make one or two awards to the same source for all items if the same source is deemed the best value for all lots to be awarded, or one contract for each Lot item to separate vendors of different sources if they are selected as best value. Offerors are reminded that under the authority of FAR 6.202(a)(4), the Government may exclude an offeror from receiving more than one award under this solicitation. RFID at item, case and pallet level will be required for this item. Best Value /Source Selection procedures will be utilized in making the proposed award(s), and as a result, a Technical Proposals is required. Technical and Past Performance, when combined, are significantly more important than cost or price. Evaluation factors are as follows in descending order of importance: 1) Product Demonstration Model (PDM) and 2) Past Performance/Performance Confidence Assessment. The first Delivery Order for each award is due to begin 120 days after date of award with a reduced lead-time of 90 days for follow-on delivery orders in 30 day increments. Acquisition is FOB Destination to Pendergrass Distribution Center (SC0150). All materials used to manufacture this item are to be furnished by the contractor. Inspection & Acceptance are at Origin. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their SAM registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance).
