This acquisition is for the manufacture and delivery of the “Lightweight, Flyer’s Helmet, HGU 55/P.” The solicitation will be issued as a Requirements Type Contract, consisting of Base Year and Four One-Year Option Period. The Base Year and Four One-Year Option Period each have a Best Estimated Quantity of 3,650 each. Gentex Corporation is the only firm that has the capability to manufacture these items. These items have a propriety part number for which the Government does not retain ownership of the technical data containing the specifications/drawings. The National Stock Numbers (NSN), Gentex Corporation part numbers and sizes are as follows: 8475-01-446-1786, 81D5330-7, Medium 8475-01-446-2436, 81D5330-9, Extra-Large 8475-01-446-2438, 81D5330-8, Large All material shall be contractor furnished. The solicitation is a sole source acquisition to Gentex Corporation. Deliveries are FOB Destination. Inspection and Acceptance at Origin This acquisition will utilize a “price-only” approach. An award will be made to the offeror who offers the lowest price and is in agreement with the terms and conditions of the solicitation. Offerors are advised that if they take exception to any of the terms and conditions in the solicitation their offer may be excluded from consideration of award. The solicitation number is SPE1C1-20-R-0024. The production-lead time (PLT) is 120 days at a rate of up to 800 a month. All deliveries will be to the DLA Depots in Lansing, MI, Pendergrass, GA and Austin, TX. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Solicitation will be posted on https://www.dibbs.bsm.dla.mil/. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as “The Berry Amendment”) impose restrictions on the DoD’s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and “specialty metals” (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
