This synopsis is prepared in accordance with FAR 5.2. The Government intends to solicit a firm-fixed price (FFP) contract for a period of up to thirty (30) years under 10 U.S.C. 2922a, Contracts for energy or fuel for military installations. The solicitation will be for the provisioning, production, purchase, and delivery of secure, reliable, locally-generated electricity from an on-site Contractor-constructed energy production facility (EPF), that shall include an energy resilience solution (ERS) for delivery to Camp Roberts and U.S. Army Signal Activity-Camp Roberts located in California. The contract term consists of a construction period, the energy production and delivery period, and a removal period prior to the expiration date, unless terminated earlier pursuant to the provisions of the contract.
