Request for Information for Titanium Buffer Stock 1. Description • The Defense Logistics Agency War-stopper is seeking a vendor that will manufacture and rotate preforms of titanium as a buffer to reduce lead time for DLA and rated orders. This is a service contract. This buffer will consist of billet, sheet, round, and plate. Due to the work involved in each of these they will have different values and thus a different cost per pound to be in the buffer. • THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes, and it does not constitute a Request for Proposals (RFP) or a promise to issue an RFP in the future. This SS does not commit the Government to contract for any supply whatsoever. Further, DLA Strategic Materials is not at this time seeking quotes and will not accept unsolicited quotes. Responders are advised that DLA Strategic Materials will not pay for any information or administrative costs incurred in response to this SS, and all costs associated with response to this SS will be the sole responsibility of the interested party. Not responding to this SS does not preclude participation in any future RFP, if any is issued. If a solicitation is released, the contract opportunity will be posted on SAM.gov website. Background • Strategic materials are a known constraint in meeting Surge and Sustainment Planning Requirements (SSPR) for DoD. In 2020, the War-stopper Program Management Office (WPMO) awarded a contract to establish and test the effectiveness of a titanium buffer consisting of several forms/chemistry to reduce the manufacturing wait time. There were lessons learned in executing and managing the buffer that is incorporated into this Performance Work Statement. • Proposed Buy: Titanium Buffer Stock Contract. Proposed Period of Performance: (1) 12- Month Option Period and two (2) 12-Month Option Periods. • Security Requirements: None 3. Requested Capability Statement • DLA Strategic Materials is seeking a company that will store and rotate intermediate forms of Titanium metal that will reduce the lead time for the DLA/DOD manufacturing base for system sustainment. These intermediates must show a significant (50%) reduction in lead time compared to a standard quoted lead time. The buffer stock of material shall be in the forms of billet, sheet, round and plate. This material should specifically be in a form such that it can be used for rated orders from one of the following six categories: Armor (ground), Armor (areo), Engines, Non-Areo Military, Military Airframes, and Naval (ship making). The quality of the material shall be based on the exact application of the form. The grade of material shall be Ti 6-4. • The Performance Work Statement is subject to change when posting the official Request for Proposal. 4. Government Requested Information • All interested vendors shall submit a concise, one (1) page capability statement that explicitly demonstrates their capability to provide/perform the requirements stated above. If late information is received, it may or may not be considered depending on agency time constraints. The capability statement should be concise, yet clearly demonstrate an ability to meet the stated requirements. Any capability statement must include past performance, past government contract that are similar in nature, and outline how you could meet the requirement. • Respond to the above questions by email with an attached Word Document no later than Friday, June 2, 2023, 12:00 PM EST.
