Pursuant to FAR 16.505(b)(2)(i)(B), the action being approved is an exception to the fair opportunity process. This justification authorizes the use of other than full and open competition to award a firmfixed price task order for the Defense Agencies Initiative (DAI) Interface Support, Global Exchange Service (GEX) services. This acquisition will be a sole source award pursuant to the GEX Core task order SP4709-21-F-0007 that was competitively awarded via the J6 Enterprise Technology Services (JETS) contract vehicle. The GEX Core task order was awarded to prime contractor Northrop Grumman (now Peraton, Inc. per Novation agreement signed December 7, 2021) on November 12, 2020. Due to the Novation agreement, signed December 7, 2021, Peraton, Inc. is now the awardee of the GEX Core task order. This subsequent task order is required for Program Management Services and Interface Development Services. Program Management Services will support, develop, and review planned system changes that are required under the GEX Purchase Card Program. Interface Development Services will provide the updates to the purchase card maps and financial systems interfaces with US Bank’s Electronic Access System. These updates will re-configure current translations from system messages to US Bank. Use of this task order will allow the Government to reduce delinquency and reduce man-hours required to work manual/offline processes. This functionality affects the reporting and management of lost/stolen credit card transactions and significantly affects records auditability.
