The Defense Logistics Agency (DLA) is America’s Combat Support Agency and provides all manner of support to Department of Defense units and a host of other whole of government customers around the world. DLA must respond to numerous legal actions throughout the year and is procuring an in-house software, tool(s), capabilities and/or support to support its Electronically Stored Information Disclosure and Discovery Program (ESIDD) for Electronic Discovery (e-Discovery). ESIDD includes, but is not limited to, the management of electronically stored information (ESI) disclosure and discovery for e-Discovery in litigation, Freedom of Information Act (FOIA) requests, Congressional requests, and investigations. The ESIDD program supports DLA’s Office of the General Counsel, Office of the Inspector General, the FOIA branch, Human Resources, and Legislative Affairs section in the production of ESI for all manner of cases. DLA’s ESIDD program follows the conceptual multi-step framework of the Electronic Discovery Reference Model (EDRM), which identifies stages to govern, identify, preserve, collect, process, review, analyze, produce, and present Electronically Stored Information (ESI). DLA requires a support team as outlined in the Performance of Work Statement (PWS) to assist in the ESI portion of case preparation, FOIA review, investigations to ensure that the Agency complies with ESI best practices.
