In accordance with FAR 6.305 this justification for an Exception to Fair Opportunity (EFO) is being made publicly available. This justification authorizes the use of other than full and open competition to award a firm-fixed price task order to allow the Defense Finance and Accounting Service (DFAS) to continue to expand, support, and implement an aggressive Electronic Commerce (EC) strategy. The EC strategy includes the Global Exchange (GEX), which permits single source entry and the electronic transmission of data, and results in improved accuracy, elimination of redundant data entry, reduction in unmatched disbursements, and a reduction in unit costs to DFAS and its Customers.
