This is a presolicitation notice for a CNC Knee Milling Machine for the Columbus DLA Product Test Center. No offers or quotes are desired at this time. A formal solicitation will be posted at a later time. 1. Mechanical Test Lab 14 June 2024 Requiring Activity: DLA Product Test Center Division, Mechanical Lab, located at Cols, Ohio. Contracting Activity: DLA Contracting Services located at Cols, Ohio. 2. Introduction This is a description of the DLA Product Test Center Division, Mechanical Lab, VTM, requirements for the procurement of an CNC Mill. It is the intent here to clearly define all required performance characteristics. In generating this statement, our objective is to end up with a CNC Mill which expands our overall testing capability by having a programmable CNC Mill that would help create fixturing for irregular parts to be mounted to for repeated position location on our CMM’S. Our general objective is to minimize any impact to the DLA Product Test Center Division, Mechanical Lab, VTM, operations and our customers as a result of this procurement, especially with regards to test cycle time. This system will decrease time required to inspect parts and remove positioning errors to allow for repeatability of test results. 3. Background This machine would increase MPTC’s fixturing capability , help improve turnaround time, and replace 1 non-operating CNC Mill that is taking up space in our machine shop. The CNC Mill would also help in creating part samples for tensile testing and manufacturing replacement parts for nonworking machines. 4. Scope Install and fully assemble CNC Mill and perform on site training. 5. Applicable Directives None 6. Performance Requirements The Contractor will setup and provide training on the CNC Mill in the Mechanical test lab. 7. Deliverables CNC Mill, Training for the CNC Mill, Tooling package that allows for tools to be mounted in the spindle of the CNC Mill & Tooling cart that will hold the tooling package items. 9. Invoicing Payment of invoices will be accomplished by payment through the Defense Finance and Accounting Service. Invoices will be submitted to the Wide Area Workflow system in accordance with DFARS 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports and DFARS 252.232- 7006 Wide Area Workflow Payment Instructions within 10 workdays after the conclusion of each training session. 12.
