The Government requires a combination of supplies and services rendered on a Cost Plus Fixed Fee (CPFF) basis to complete a project for AFHE solution refresh at the DFSP Pituffik Space Bace (formerly known as Thule Air Base) located in Avannaata, Greenland. Refresh of the AFHE at DFSP Pituffik Space Force Bace (SFB) is defined as replacing and/or repairing (as appropriate) the currently installed fuel system automation components, integrated SCADA network, software, and all supporting components, devices, and structure within the AFHE solution. The Government’s overall objective of this CPFF is to acquire the necessary supplies and services to successfully complete refresh of the AFHE solution at DFSP Pituffik SFB. The Period of Performance is 36 months. Attachments 1-3, Sections L, M and the Performance Workstatment are included herein. Synopsis: This upcoming acquisition is for the refresh and upgrade of the Automated Fuel Handling Equipment (AFHE) system located at Pituffik Space Bace (formerly known as Thule Air Base) located in Avannaata, Greenland. This refresh of the AFHE system at Pituffik SB is defined as replacing and/or repairing (as appropriate) the currently installed fuel system automation components, integrated Supervisory Control and Data Acquisition (SCADA) network, software, and all supporting components, devices, graphical user interfaces (GUIs) that enables remote access to a variety of sub-system and end-point devices, and all other structures considered to be contained within the AFHE solution. This will require highly skilled and specially trained individuals as well as a corporation who can meet the logistical challenges of providing all equipment to a remote location that faces austere weather conditions for prolonged periods of time. The Government is anticipating award of a three (3) year Cost Plus Fixed Fee (CPFF) contract that will consist of one (1) base year contract line item number (CLIN), and two option year CLINs.
