The solicitation number is SP4706-23-Q-0016 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1000 employees. This requirement is restricted to competition among small businesses. All qualified small businesses may submit quotes. The solicitation pricing on https://sam.gov will start on the date this solicitation is posted, and, unless otherwise displayed at https://sam.gov, will end on: 2023-08-14 10:00 AM Eastern Time. FOB Destination shall be Philadelphia, PA 19111 The Product Test Center (PTC) End User requires the following item, Brand Name or Equal, to the following: Water Vapor Transfer Rate (WVTR) Test Instrument to be used for testing materials subjected to dynamic conditions over time. The WVTR instrument must be a brand name TexTest model CupMaster FX 3180-CM15, OR EQUIVALENT and must fulfill the minimum requirements listed in Section C – Technical Specifications and the attached drawings included within the solicitation document. In addition, the WVTR instrument must satisfy test requirements as per ASTM E 96. Delivery of the WVTR must include complete installation and setup for operational condition and performance of certification or verification of instrument performance. 1, EA; Minimum required technical specifications are listed in Section C of the attached solicitation document.
