The Defense Logistics Agency (DLA) Contract Services Office (DCSO) DCSO-R3, is conducting market research for the BCS UCS DLA Enterprise Contract. DCSO-R3 provides the attached pre-solicitation document to give Industry an opportunity to review the requirement and then to solicit industry feedback on the pre solicitation notice. DLA intends to utilize current commercial best practices as much as possible. The pre-solicitation notice is not final and is subject to changes between issuance of this notice and issuance of the final solicitation. The information provided in this pre-solicitation notice is not binding to the Government. BCS UCS DLA Enterprise Contract. This announcement constitutes the only pre-solicitation notice. The Defense Logistics Agency, Defense Contract Services Office (DCSO-R3) intends to award multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts for this acquisition and will then issue separate Task Orders (TOs) by location/site to provide specific site-level support. Resulting TOs will be firm-fixed price awards and competed amongst the multiple awardees for the different locations. This requirement is for the DLA BCS/UCS OT Equipment maintenance and Lifecycle Management Cybersecurity Services for 5 DLA Locations. The OT Equipment maintenance will include the Regular and Routine/Preventive Maintenance (PM) and also Non-routine/Ad-Hoc requirements that are needed. The services required will include a comprehensive program for the operation, maintenance, repairs, service, testing, inspection and certification of Building Control System (BCS) and Utility Control Systems (UCS) at the following locations: • Defense Supply Center Columbus, OH (DSCC) • Defense Supply Center Richmond, VA (DSCR) • DLA Distribution Depot, San Joaquin, CA (DDJC) • DLA Distribution Center Susquehanna, PA (DDSP), New Cumberland, Pennsylvania • DLA Headquarters Complex, Fort Belvoir, VA (HQC) Order of events: 12/23/2024 Pre-Solicitation posted NLT 2:00pm on 1/16, offerors may submit questions to the Government.
