Legislative Affairs Online Subscription This is an unrestricted acquisition under NAICS 513120 with a small business size standard of 1,000 employees to procure a legislative affairs (LA) online subscription. The contractor must provide congressional information that supports the role of the Defense Logistics Agency (DLA) Legislative Affairs (LA) as the office with primary command responsibility for advising, educating, and informing the organization’s leadership and for educating, informing, and responding to Congress. The contractor must provide a subscription for online access to the sources, tools, and features listed in the Performance Work Statement (PWS) for up to 10 users. Users are subject to change based on personnel turnover at various intervals; DLA LA will provide advance notice to the vendor of incoming/outgoing personnel. Anticipating award to be made on a lowest price technically acceptable (LPTA) basis. This will be a single award contract for one base year and four option years as follows: • Base Year PoP: 1/3/2024 – 1/2/2025 • Option Year One PoP: 1/3/2025 – 1/2/2026 • Option Year Two PoP: 1/3/2026 – 1/2/2027 • Option Year Three PoP: 1/3/2027 – 1/2/2028 • Option Year Four PoP: 1/3/2028 – 1/2/2029 Incumbent award: SP4703-21-P-0002 Quoters must provide a technical quote/product description and price quote for all years. Failure to provide this information may result in offerors being removed from competition.
