Combined Synopsis/Solicitation DCAA External Peer Review Request for Proposal (RFP) #: SP470421Q0043 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and FAR Subpart 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06. The applicable North American Industry Classification System (NAICS) Code is 541211. The small business size standard is $22,000,000.00. This acquisition is considered an small business set-a-side acquisition. CLIN Structure: DLA Contracting Services Office (DCSO) anticipates award of a firm fixed price contract for non-personal services which includes a base period of performance for one year (CLIN 0001), with a seperate CLIN for travel which will be based on actuals at a NTE amount. (CLIN 0002). Description of Services to be acquired: Contractor shall perform an external peer review of DCAA’s system of quality control. The objective of an external peer review is to determine whether, for the period under review, the reviewed audit organization’s system of quality control was suitably designed and whether the audit organization is complying with its quality control system in order to provide the audit organization with reasonable assurance of conforming with applicable professional standards and legal regulatory requirements. See attached PWS for objectives, tasks, deliverables, place of performance and performance period. Quantity, description, and required delivery dates for the item: See attached PWS Deliverables FAR Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following addendum applies: -Contractor will submit a technical approach to executing the objectives and tasks in the PWS during the specified performance period. The Contractor shall assure that there is complete understanding of the requirements set forth in the attached document. Please refer to the attached for all additional requirement details. Limit submission length of technical approach to 20 pages. - The contractor must be registered in the System for Award Management (SAM) prior to submitting a quote. SAM is the official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. If not already registered in SAM, go to www.sam.gov HYPERLINK "http://www.sam.gov/" to register prior to submitting your quote. -Contracting officer will determine the total evaluated price is fair & reasonable based on one or more of the price analysis techniques under FAR 13.106-3(a). Contractor must provide a price breakdown via pricing sheet attached to RFQ Offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.
